I think they won't. It does not happen, that DE1-7 are overloaded with people
DE5 is dead and DE7 is the most played one (I heard that somewhere).
DE8 is not going to exist until there is a reason to.

The servers aren't even that full, so there's no reason for them to create new ones;)
