Problem with SR_Gameserver & SR_ShardManager

Hello :) . i am trying to make a dummy Server Before i start a real Project so i did everything As Guide but in this step The SMC >ServerControl> Shard is always offline . i tried resetting every step that i already made but though the problem still occurs .
