My guess it that it was easier for devs to keep it client side during development, but Indy21, being both lazy and incompetent, probably never bothered to even
try to move them to server side once it was release time.
Same old issue as speedhacking, since the server doesn't check if your speed matches the gear, or is event realistic. Just swallows whatever the client tells it.
That's why they need GG/HS. If you can access the process memory space, you can do all sorts of stuff, because the server basically doesn't check (almost) anything.
If anyone ever get's his hands on the dev tools, i'm pretty sure you can build a VM/UI that let's you do epically stupid things. Keep in mind that for example they "fixed" the Sort button problems by disabling it (client side) not by doing extra sanity checks (server side).
