You can change buff stats in propSkill.csv .Quote:

About Skill Stats: yea propSkillAdd.csv / propSkill.txt >>>OR<<< Hard coded effects (source). You more or less got every option open ;)
For Party EXP Rate checkout the '15 day Party EXP scrolls' and see what their functions are. No need to spoon feed c:
And about a RedChip Converter, what do you mean by that? RC2Penya? Like a Button? xD
If so, use the offi-flyff-exchanger for it, or the 'EXCHANGE_ADV' System which is released in some sources.
