Learned skills +1 on weps.

Hello.

I always tought that "learned skills upgraded by 1 rank." is something which only appears in lvl 92 weapons. Lately I have seen 30-60 lvl weapons with all skills +1 rank. I infotooled someone who had a rapier with crap stats but all skills +1 rank, so I wonder, are those from events or raaaare drops or possibly made? How can I get a "buff weapon"?

with fortunegatepass it is possible to get those on each lvl it is just easier on lvl 92 coz u just get elite or unique weapons out of it. rare and normal weapon which u get aswell by fgp if your lower than 96 cannot get +1.

So, lvl 92 weapon with Learned skills +1, you cannot get from drops?

if you check the AH daily you might be lucky and get one (almost everytime 499m)

I have a lvl 30's weapon for forest of scream that is +1 yippy ki yay

it's possible to get it from weapons out of the elite weapon chests on which you apply destiny stones... there chance is low, though

Yes, I am.. but my friends and me tried it very often back in the old days and never got +1 on it.. But I know that someone on my server managed to get a lv 11 +1 kataria from those boxes

na wasting fortune gate passes to get only a weapon that has all rank +1 ?
Its to much in mind, chance to get them is really low like others say :o
