how to block player ip

hello
how to block player ip ?
becz when i ban him he register again

and when u ban his ip he can just change it by restarting his router

he will not connect to the server ip
i wont block player ip to connect server ip from start
site+game every thing
he will think the server have problem for example and it does not open

AAAnd not every one can restart router
ppl whos enter from netcafe
ppl whos dont have Permit to restart router :)

Yes and if u ban a netcafe ip , maybes theres more people playing in that netcafe in your server. and they alll get baned. You loose population and respect of the server.

Just use windows firewall.
