Shield upgrade from 110 to 120

is it possible to upgrade shield from 110 to 120? I tried upgrading thru the old man in the market, but he say's he's too old enough to do it... tried the weapon master, but seems... he bloody has no clue at all... ^o^

Artisan Wind in TC can upgrade any item below 115 to 120 with mets. It'll take a while/a few mets but it can be done

I.E 110 shield CAN be up'd in TC with mets, as it's below 115.

110 boots CAN be up'd
112 cap/coro/helm CAN be up'd
112 Necly CAN be upd

115 items + CANT

I upgraded my shield in TC with only a few mets.
