(Or just copy paste this one in there, be sure to backup the original, I didnt test this, but it should remove the checkups on quest progress and job change, so the warps will be available without any quests.)
About jobchange:
Make sure you are level 10 and job level 10. Then when you got that "First Class Change" quest from gildas visit the given npc to begin your job change quest.
