That means you need a Korean Phone Number to register the account. Which honestly simply using the bad ways to get an account isn't recommended since Captcha exists. You're better off knowing someone who lives there who is willing to make you an account (as long as you plan to main there). But as for that there really isn't too much of a change to making a new account except the verification is now done via phone number. As for the Test Server I have a small suspicion that Nexon may be implementing a Unicode detection via the Operating System. The Live server still works on all unicode but Test Server however does not. I still have yet to test it on the Korean Unicode when it opens back up. I'll post back on that since my OS is now the full Korean Version of Windows as a fresh install via the KR ISO.
