Save your time. The "missing" uniques appear notice is not a bug, it is intented.

The packet for unique spawn message is simply not there in jsro files and for me personally it is alright since I like to stumble upon a unique randomly. It gives low level characters a chance to get the unique and actually achieve smth from it beside a 1 minute lasting "fame".

yes but uniques help for plvl and u dont waste 15 minutes searching for unique that has not appeared...

the packet is simply missing its not invalid or something else its missing.
the client understand the packet for sure but the server just wont send it so maybe u can emulate the packet with a hooked dll.
