An undisclosed hardware id ban, which terminates your new license is not only shady as fuck but its also illegal. But if you are that kind of person to waste 2 or 3 accounts just to check for a hwid ban and if its spoofed, go ahead and waste your money. :)

I wouldn't try to chargeback via steam. Your card is going to get blocked and you most likely lose the case.
