+18+ refines only make sense if you make them very hard to get like some hard to farm materials(not world bosses drops so they dont get camped 24/7 more like rare dungeon drops or high number farms for example 1000BE+1000 piece of steel etc. or a combination of both)
Rebirth was when you reached max level then were brought back to level 1 with some extra atribute stats?if so then this should also be very hard to get like the last 10-12 levels before rebirth should be 200%-500% harder then the previous levels(xp gainin wise not mob health).i dont know the xp rates on the last levels maybe 1-2% per mob with no event?(so make it like 0.15 or something)and there should be a cap of like 5 max rebirth's per char or something.
From my point of view this game has only 2 purposes.1 is grinding/farming(wich is easy on private servers) the other is end-game pvp.The above mentioned things emplies both of this purposes.u want high end-game pvp?then you probably want a +18+ weapon wich you need to farm(not easy)for.you want to grind/farm?then grind your brains out and rebirth.
These are just my opinions and sorry for the long post and relatively bad english
