To put this as bluntly as possible: No, there's no "anti-abuse" that will ever work for scenarios such as requesting ZEN at home and then at work. There's no way for any system to know whether that's the same person, or two different people. That's just obvious.
Trying to block on such a level is pointless. You'd need to dive deep into personal things such as SMS verification and such, but even then, a person may have two phones. See where I'm going with this? There's no way to cover all loopholes, we all know that.
But reducing the amount of abuse that was primarily generated through proxies, VPNs and Virtual boxes in the past, as much as possible, is a step in the right direction.
I have no intentions of monitoring ZEN abuse 5h/day trying to find abusers. Maybe I'll make some script that scans for them, but honestly, it's not my biggest concern. The one mistake that the majority usually do is going too far and making it too obvious. At that point, it's just a /forbidlogin away.
