Naja es gibt den für fast alle Handy/Smartphones. Ausserdem für die meisten iPods, für Tablets (IOs und Android) und halt das Ding was man kaufen kann.
Ich weiß nicht was du mehr noch erwarten willst. Das Ding ist halt nichts anderes wie bei den Banken die TAN Generatoren und die Dinger musste auch bezahlen in den meisten Fällen und per Smartphone bekommste die umsonst beschwerste dich da auch? ;-)

Generell dürfte es nicht verboten sein, da es ein "einfacher" Algorhytmus ist. Nur in wiefern es sinnvoll ist die Seriennummer auf dem PC gespeichert zu haben ist fraglich. Denn diese kann genauso "einfach" ausgelesen werden wie dein wow Passwort was das ganze also hinfällig macht ;-)

is it possible to connect this to a retail wow account or is that impossible? because first time i tried it with a wow authenticator on my pc it wouldn't connect to my account

It's only on the retail servers useable.

Make sure that you've selected the option, that you authenticator is an authenticator on a phone.
