Sure, open the script editor and write

#CheckPAK
Delay=100;

run it, it will open the folder where you have to put the x_data.pak file which you get from the [Only registered and activated users can see links. Click Here To Register...] archive.
Afterwards simply restart your client, done.

It's not a script, it's a file modification and yes it allows you to use any high rank / legion only NPC

NA did an update as well, you could try to inject with EU offsets, however I'll update the hack for it in ~30 minutes

I've checked it now, and the beginning of that haramel like event instance is build into a mountain, which means you get a reset once you go outside of the instance. (similar to beshmundir)
Still it would be possible to create the script but just for a 14 days event it's not worth it, sorry :(
