Maybe you need to create the directories first, i don't know where you are trying to save it to.

You have Windows XP? If you do, you probably need to login as administrator, as you are probably not allowed to change/create the hosts file.
For Windows XP pro, press ctrl+alt+del twice at the welcome screen.
For Windows XP home edition: hit f8 when you boot to get into safe mode, and you can login as administrator. (Default login administrator and no pass).
As GIZMO0425 replied to Tulaipo already, the localhost line does not have to be in there. I mentioned it for explanatory reasons only.
To check if you did things correctly, click start -> run
In the box type "cmd" or "command.com" hit enter.
In the black window type "ping 8008102299.com"
First line should be like:
Pinging 8008102299.com [202.109.124.19] with 32 bytes of data:
If the ip (number between brackets) is not 202.109.124.19 something went wrong with the hosts file.
(Type exit to close the window)
