i think u cant to that just with the resources

But when i tryed with copying other scroll for example Party skill and i added effect i think it was working but you can then use it few times and bug stats. How to make "item is already used" then? (The red text)

Make sure they have the same IK3_ Item kinds.

Or just stop chaning other scrolls and add the scrolls as i released it here, then it should work perfectly.
