Wrong. E-Mails are easy to fake. I could send you an e-mail with the sender address "[Only registered and activated users can see links. Click Here To Register...]". Very easy to do that, so sender address has nothing to say.
But i think, the mail could really be from acclaim/gamehi but they only want to scare you. They cannot do anything at the moment. You are developing on something you haven't released yet. And it's developed by you and on your local computer (or backup-/fileserver). So what do they want to do? Going to your house and ring the bell? :D I don't think so ;)

Continue with developing. But you should get some infos about the law of that type before you release something or make a public pserver with that files.

Why would it say signed CEO of Acclaim? Wouldn't a more porfessional way for it to be signed CEO of Acclaim and then acclaims CEo's name? i mean idk but i always see stuff signed from CEO's but usually their name is in it also. Anywho i hope it turns out to be fake cause im sure most are worried that the time has come for acclaim to start crying to Gamehi about how 2moons is falling apart because of p servers LOL

i agree with you that they canot do anything atm. but as far as i know you have to buy a license for hosting a pserver legal.
