Why it doesn't work? Why mind shock still doesn't kill by 1 hit?

Is there a way to bring Steelcage 1 or 2 back? I already saw a picture but i don't know how to do it, could someone explain it to me quick and easy? U just need to explain me which files and which line i should change. Private Message please!

like in hex=6D=109
the data should be a path to some scn files
