If you read and think out of the box instead of straight forward you see it's just a cooldown for switching to shield within 10-20 seconds.
No counterplay = removing shield completely.
You still counterplay bladers or s/s by switching to your shield when 1st knockdown but if they knock you down within the cooldown you can't switch.
They will do the same damage on you like as you wear your bow/glavie/spear.
It's just to give bladers a chance to do stab dmg without those blocks, 1 block is easy 25% HP potted.
25% HP dmg is ALOT of work for a blader ;)
Remember, if the 2nd knockdown skill doesn't success you wont be knocked down so they use stone smash or light chain.
Your shield will be off cooldown and they knockdown you again and you can use your shield again.
Look at it as a suggestion to balance instead of going like
OMG NO I CANT USE MY SHIELD EVERY SECOND!
Or do you want that they give bladers a damage increase buff? STR requirement.
Or increase the phy atk pwr incr of summit & depth bicheon force to 250.
Increase the duration of it & lowered it's cooldown, so it can be used constantly.
