Your ID should be activated now. and the extraction part doesn't really matters but you should do it since the settings get saved into the same location as the .exe file is located at.

Last question, can this be used with any dps meter?

At the topic you find a "Pay via PayPal" button just use it, and yes as soon as you paid it will run.
