Considering PvE only...
Sword gives more dex so an atk ring works ok with club/sword.
With club/blade, dex ring is probably better, since both weps are rather clumsy.
However...
The skills fb and ss always hit, if you aim correctly. Your dex is not important for these skills. Further, one-hand weps have a very short range and it's hard to melee with them, therefore direct hits aren't much of an issue. So, most tros use an atk ring and fight with fb/ss. Compare that to a warrior using a two-hand wep...they definitely want a dex ring to improve the chance of a direct hit.
@Zangetsu: atk and dex ring have the same bonus values for composition. I.e. a +4 atk ring and a +4 dex ring give the same additional damage, although composing a dex ring is cheaper. Also, dex does not make you attack faster, and sword is no faster than blade. Frequency is the rate at which you attack (swing the weapon). Dexterity affects how many of those swings hit the target. So, dexterity influences the hit rate, not the attack rate. The reason a sword appears to be faster is that it hits more often due to a higher dexterity/agility rating, but the frequency is the same.
