Andy I won't lie. We both came from Pyramid and CoEmu was the best server ever invented. My ideal server is a PVP Command one.
For one, most people are into Co just for the pvp. Thus, they only level in order to be able to fb/ss or whatever. Why make a leveling server when you can just lvl on real co for a high level char? Even if levelin is easier on a pserver, still takesthe same amount of drive and motivation. What people lack in real conquer usually to be a successful pvper is the gear even though they might be a great fb/sser. On pvp command servers, players can receive that type of gear easily and will pvp there. With people knowing your server will give them good gear and ability to fb and so forth, people will come to your server.
However, given gear should be limited. As on CoEmu, you guys only made gear up to +9 available. And gear above that had to be earned through events and so forth. You should be able to pay (to help pay for the server) for the next + of your gear for one equipment. This way, people would pay to get the +12 on their gear which would also help pay for the server.
Lastly, make registering VERY easy. I loved CoEmu because you could type in your user and pass in login screen and made logging into and creating an account fairly easy. This way, people could experience a server quickly and decide whether it was enjoyable or not. Most players, like me, are lazy and would rather not go through the effort in registering through a forum and then just logging in realizing they do not enjoy the server.
Honestly, if you remade a server that resembled your best server, CoEmu, I'm sure alot of people would come to play it such as myself. With payable or earnable +12s, you could be a little ahead of the other full +9 players. However with +9s you could still kill a fully +12 char with pvp skills.
Overall, CoEmu was the greatest pserver I've played and would enjoy it being remade. I hope my 2cents helped. I know I speak for alot of other people.
