Im sorry to say, but this will not work. Its a good idea and everything but it wont work man. Too many fights would occur among guild members and the biggest problem is, there will always be someone that paypals and is full super soc thats NOT in your police guild. If you would want this to happen the ONLY chance of it to happen for maybe a month is start a new server immediately once its created. Have friends join the server, level yourself up FAST. Then control ALL good lvling spawns, have one person guard lab entrance, few guard adventure zone, and then 1 person at each city to check mobs. This would eventually fall because the people you have in your guild wont be on at all times to protect the lvling spawns, therefore others would lvl up and rebel and thats the end. But if you would just like a good feeling of 'owning' a server, do it on a new server, because on any old servers theres too many good people that wont join you.
EDIT: And another theory is...
You could enforce all cities but pc and tc. So you can have like a lvl 110+ archer and tro at one gate of AC and same on other gate. so noone could pass through unless they paid, or they would be rapid fired then fbed. And BI same thing. To cover the adv zone you would just need an archer and tro and the bridge to head to AS and BASK. And then same combination at lab entrance. No leveling could be done unless they pay or fee, or they will suffer by dieing. After the guild builds up, then you can have more people guard the places, in case of a huge rebel.

Reminds me of the Anime show .hack where they had a group of players protecting the game. But in conquer this is not illegal... just not possible. Just play the game and have fun. Guilds sorta do that now anyhow.

That fact is wrong. You COULD enforce laws in a new server if you are higher lvled than everyone else, read my post above this, it could work, but would take a lot of effort.
