DB Failed - Still got a soc

erm the failed met thing is meant to be for second reborn charectors only, you can also get sockets from repairing supposidly,

imo, i think tq fucked up and made the failed mets/dbs available to every1

Note that it happened to be before 2nd rb was even spoken about on "normal" servers..
