It is because you have to do the quest also for it to work. None have done the quest yet. People have it though.

evade skill is given freely upon talking about skills (novice). in order to get rank f, you have to kill goblin archers and ice sprite in a quest.

The guy in the green guild robe in the screenshots of Guru and the Mabi Forums is the other person I couldn't remember.
