Are you using wamp?..If you are using wamp..try to find wamp that have winsql 4.0.2x with php5 (old version of wamp)...because different version of phpmyadmin have set different character..(more easier to change the version wampserver used than to repair parts of the database)..hope that will solve your problem..

well , if you dont want that problem anymore
just download my release ^^
its packed with apache and mysql 4.X
and the navicat problem is easy to fix to
basic are the settings on mysql that you cant get a remote conection
and if you got a basic install is phpadmin limited to loca use only
easy to fix
first check your ports that port 3306 is open
then go to your server and start navicat ( localhost / root / test )
then click on users
then click on root
and you see that there stands localhost
change that to
%
and safe
restart mysql
and congrats , now every1 can conect to your database from outside
be shure to change the password or to put a ip limit on it (or just assign a other user)
