They want "stupid police report" because it's the only way to get u'r account back (if you are random player haha) and don't try to make "fake police report", they call to the police where you make the report for verify all informations on the report because in the past a stupid french player (Flash in FR2) use fake police reports for hack some accounts on differents servers and after few months Bigpoint see that and decide to verify all police report.

I know u can think "shit i need to go to the police for this game, its bad" but when u get u'r account back with this they will put u'r name on the account (firstname, lastname) and if after that u'r account was hacked again is more easy to get it back, etc.. etc..
