I hope you will be able to work on what you want.
There are many pserver projects that failed, due to greed and/or interest loss. Matt started with a good pace but he seems to slow down things since a few weeks (it's his right, not judging anyone here).

By curiosity, why are you working with the 491 version of the game ?

491 is the most usable right now, 691 is still unstable.

I also don't intend to make a 1:1 copy of official BDO, so I don't need the latest and greatest updates.

I prefer to implement my own ideas and customize the game the way I would have liked it.
