The 0x03f1 ping packets. I'm guessing that there's no actual timer running server side for lowering PK points as it would be a waste of a thread. It's possible that it counts the number of 0x3f1 stay alive/ping packets and uses that as a basis of time measurement for lowering PK points. Seeing as those packets are generated client side, sending more of them than the client normally sends may speed up things that count them.
Of course I could be totally wrong but hey, i'm unemployed leave me alone.
