A pvp server will be popular if you make it the right kind of pvp more work into it then just simple things that projectx had or commands that acidco had we want a real challenge of a true PVP server one like no other pvp server one that will take more then a couple weeks to max out one that people will stick around to play cause of a real PVP challenge

So take the already small number of people who want a pvp server (those who don't want to work on gear), split them into a subset that DOES want to work on gear and then split that subset into a group that doesn't want any PVE content or character progression.
Players are the content. If you don't have players then new players have no reason to join and will quit very rapidly. With how few people are willing to play a pserver these days (let alone a pvp focused server) you're forced to market it to the broadest demographic possible.
