its windows 7 sp1 x64 i think.....but the problem can be:
1 like c1ph3r said...you mixed the files.
2."it does not have the appropriate access" do you have admin rights on user that use?
3 take it from scratch again and make sure sql is communicating and have port open.

Sry.. back to topic, you should use PW´s without @\}][ usw... one of this two parts can´t handle it, mssql ore this simple encryption.
