EMP, Insta and SmartBomb Cool down Bug or Script

You guyz know bug of skill designs.It will do same to everything that has cooldown.

Most of you would say,yes,but if we use it,we need to relog and to be near the port and other guyz doing emp bug without porting bla bla..Maybe there is program that you can switch on whenever you want and than it will send packets to dedicated ip you want,and get to click new connection bla,bla..and than you get all cooldowns ready to use.
I'm not sure about that,it's my side of view.

My other Acc he have only doubler and discount buy and they are not in TGC and get Capchas :D
