Yes u can change DNS server, but your IP will be same...

Reboot your router and you will have a new IP
(I can thanks to my super ISP choose a IP which I want and which is aviable :))

I have the program needed to do this bug...but but i don't know to do it 100%, could some1 explain it to me ?

Roscatel, is correct and no none of the above solutions will always change your ip it can be done but you will have to cancel lease and renew. Plus a few other things. Had it happen to me. Took me fourty eight hours to change and I know what I am doing with networks.

What are the problem?

Example:
Arcor have the Ip Rang 88.70.0.0 - 88.70.195.255 and 188.100.0.0 - 188.100.63.255 and much other.
Then you restart your router you get a new IP between 188.100.0.0 - 188.100.63.255 and 88.70.0.0 - 88.70.195.255.
So then BP bann the IP Rang 88.70.0.0 - 88.70.195.255 and 88.70.0.0 - 88.70.195.255 much Arcor Users don´t can on DarkOrbit.

DNS Server you can use what you will.
In the Internet give millions DNS Server.

MACAdress you can fake/change.
