It contains much of the original SREmu code very slightly changed (such as opcodes and some packet structure changes).
The GPL license isn't a "we'll steal your code." The GPL license is what SREmu was released open source under. PAX wouldn't have even had the base he had to start making sea without that sremu code which was only available publicly under the GPL license. What that meant, and what everyone who made a derivative agreed to in that license, is specifically that distribution requires inclusion of the source code since it is in fact a derivative of a GPL work. There are other stipulations but that is a primary one that binds to all GPL content.
When later developers who used a GPL project as a base get upset that they are demanded to release the source to all those who have been distributed to, they are just being ignorant and they are in fact the ones who stole code. The code was available CONDITIONALLY, and that condition was not met, meaning the only person stealing code is that person who doesn't release the source to a derivative.
It's like me saying "i'll let you drive my car if you agree to fill up the gas tank before you come home". We have an agreement, you can drive my car for whatever you need, but you have to fill up the gas tank before you come home. Now what PAX has done is essentially taken the car, driven it until it's running on fumes, then returned it without filling up the tank, like was agreed in the beginning. Then he says "you're just trying to steal my money asshole."
