You must have the bot open in order to access the site. This has been done to prevent DDoS attacks.

The blocking firewall that allows the website to be opened only when Chrome is running was re-instated due to some activity that seemed like an DoS attack and was causing Chrome Auth to go down often.

Did that, as well as disabling the live protection on my antivirus and it still gives me that error message. Which version of Chrome should I be using?

Chrome2 is obsolete, and will be soon deprecated. You're always advised to use Chrome3, if you can meet the requirements (Windows 7/2008 R2, VC++ 2012 library, .Net 4.5).

I've tested, once again, both installers. Absolutely no issues here, so the problems are on your end. Try using Google's DNS, maybe will fix your issue. Definitely something is blocking Chrome installer on your end.
