Classic Atlantica bug/error.

Try running as admin in compatibility mode on your windows 10 pc, mail system in AO is a pita lol

Edit: i was looking for an old WINNET.dll for AO that fixes this but i cant find it, try copying the WINNET.dll from your windows 7 PC (C\Windows\system32\) into the root of AO client (also make sure you unblock it in properties)

It might work as a perm fix instead of using compat mode.
