seems that you have entered the wrong ip adress to the loader as the server
btw Port 15778 doesnt work.. you have to set it to 15779

I use port 15779 and write the same ip like in seaemu config?

Sure, patch with MediaPatcher, use ur Local IP.

If i remember right Shadwoz75 wrote he is working on new CSREMU much better than previous one.
