Its a common stamina skills leveler, right?
because it shot the ToxicFog 1 time per Stamina bar. Its pretty slow

No, it's not a "common stamina skills leveler". And it does ToxicFog each 5300 ms.

Maybe you're with Vista and you didn't run it as Admin.
Maybe you're using a laptop or your CO isn't running on full screen.

With no info of the prob or your PC that's what I can help atm.
