As far as I recall GM's have told the players to send the message to them via "U" if you want to get response.

well u cant go samarkand cuz level too low (im lvl 86 mobs level 90 how can i be low level to teleport)
when u reverse samarkand u cant go back , there is no npc to repair , buy arrows,.

stuck on samarkand

It's not true, I have answered to every message I have received via message system (press U, go to message, click send message, type [GM]Caroline, type your message, send the message) . PMs tend to get spammed, we have mentioned several times to send a message instead ^^ (Although if there is no spam we answer through pms as well :) )
Rates are pretty low,I can't remember the exact rate right now,and ye, they drop from both const and sam as well.

Loop error -> There is no npc to repair your stuff in sam, bot cant loop like that. Set you main town to hotan, and record the tp to samarkand as well. (Will add the npc next patch) Yep minimum lvl is 90 for samarkand.
