I hate to say this but 3GB memory, 24GB disk and 3 CPU (no idea what those CPUs are) is not nearly enough to host a Rohan server even for as a test server.
A decent Rohan server will need 8-16GB memory, 60-100GB HDD and minimum 4 dedicated cores to handle the client session load. 100GB dedicated network bandwidth is considered minimum.
VPSs are cheap - only a small step up from shared web hosting. Each one is one of many VMWare Virtual Machines sharing a hardware box. The more VMs the host has running on a box, the less performance each one gets.
Virtual machines are fine as a development/test server or hosting a lan party in your house LAN for a few some friends, it just doesn't cut it for a server on the Internet for more than 10 players.
You need a dedicated hardware server that does not share host CPU and resources with other virtual machines. Those are expensive - far more than $200 US per month and for an offshore one with specs I have said above with DDoS protection you are looking at anywhere from $400-$1000 US per month.

i am tested rohan server using circulated rohan server on my laptop with dual core with ai server running load all map, it running, but maybe i am tested only one player ,lol
memory is 2giga

Well, my Test Server is use 4GB RAM & 4x2,6 Ghz 250GB SSD and thats enough for like 10+ People.
On BWG, we had 32 GB 1TB HDD 8x3,0 Hardware (80€ per Month & strong DDOS Protection)

@SheldonLeeCooper. I never lagged on BWG and there were no bugs(that i knew of) :P
Then again BWG hosted a lot more people that OldRohan so i'm guessing they would need to upgrade if they get zerged with players lol
