It got cancelled. I found some traces on the gameserver with some stuff related to the 3rd race, like on mastery limit, Arabian characters were supposed to have no mastery limit at all (when using their region number, I can upgrade my masteries endless).
The current client is not made for support a 3rd race though, made few experiments and everytime I try to use an arabian race character client crash for unknown reasons :(
On the server side is different, it works without major problems.

Those folders are real, but I doubt they will ever get used.
