Not to be offtopic: When you compare the upprates, the friend system and so on that is fully useless.
1. You fight against the players on the same server and those rates are true for everyone. I mean if a server has 3x upprate that is not better than 2x because on the server with 3x rate everyone has higher items and for you it isn't better personally.
2. In a long run lower rates can be better. With higher upprates older players reach 24 items faster and new players feel that they don't have chance. They leave and population goes down.
3. With higher upprates fewer people donate. Let's not forget that all of the servers have an owner. The owner isn't really interested in gameplay and pvp. The owner is only interested in profit. With fewer donators profit is lower. If profit is low owner don't see anything in the server, he don't buy new patch and so. And finally the server closes.
So guys, there are many other aspects that we mustn't forget.
