WPE Pro mana and gold usage

Is it true that if you attempt to buy something via WPE or cast spells via WPE it will take the same amounts of gold and mana?

I think it is, need some confirmation.

It takes the amount of Gold that the MODIFIED item normally costs
Quest Items normally cost 0
Skills costs the that the MODIFIED skill normally cost...
and Skills like Death Touch and that stuff are 0 mana/rage skill
