It's fairly popular, all three factions are viable and all are really strong, i would say maybe that guans or fujins are the strongest atm, fujin by sheer numbers and guans by sheer power, jins have a balance of them both so if they band together can be extremely powerful, There are about 10 or more players from each faction each war, jins might be less sometimes but almost every time above 5
