It is a STEAM ID Changer used on Counter-Strike. May also work with other games but have not yet tested it out. This will get you unbanned if you were not IP banned from a server. This is VERY USEFUL to pretty much anyone that has been banned via STEAMID.
If you are lucky enough to find an admin in the server you play in you can use their steamid, and in some cases have complete access to admin amxmod commands to kick, ban, rocket, bury, slap, etc.. Even ban admins from their own servers lol.
