This is due to edits to your Skill.SData, usually caused by an error in the Type or TypeID columns i.e.
Code:
Type TypeID
1 1
1 2
1 4
1 5
Which is missing Type=1, TypeID=3. So recheck your Item.csv file if you've made any recent changes previous to this error.
