[HELP] Problem starting server

I am trying to run an EP 4.5 server, and i've been following a tutorial to the letter, and have had almost no issues. When I try to start the server, it fails. It does not try to start the server or anything. it just sits there paused. no start up then pause. nothing happens when i click start all services from the server patch config. any and all help would be much appreciated please.
