If I understand your questions right, for preventing people from leveling in PvP maps you need to adjust the ps_game.exe for that. I might release something related to it in the future.
Regarding your second question, extracting and importing from/to the client data files can be done using .

he basically wants to create a level system after leveling on mobs so u have to kill ppl in pvp to reach the max level... i suggest to modify the needed exp per level up after running few tests how much exp u get by killing a player.
