elite level 23-24 13 % bonus damage, 71.000 bonus hp, 32.500 bonus vp.
elite level 25-26 14 % bonus damage, 77.000 bonus hp, 35.000 bonus vp.
elite level 27 15 % bonus damage, 83.000 bonus hp, 37.500 bonus vp.
10 %bonus harpoondamage

wil be able to buy probable at the end of the event for 500 shining-souls and 500 cursed-souls

most probably yes ,because the nes design the serpentum got only 5k voodoo more than obliquosis so,it should not be much more expensive that the obliquosis,
at least I hope so
